Safe public transport - Amsterdam, the Netherlands

Introduction
The Dienst Infrastructuur Verkeer en Vervoer (Traffic and Transport Infrastructure Service) of the Municipality of Amsterdam, in cooperation with all the public transport companies in the region, has developed a policy framework to improve Sociale Veiligheid Openbaar Vervoer (SVOV) (Social Safety in Public Transport).
Problem
Which policy leads to an improvement in the social safety of travellers in public transport?
Description
The project is made up of two phases. In the first phase, an inventory is taken of existing policy. Interviews are held with all those involved and the results are mapped to reveal any holes and duplication.
The second phase relates to realising common objectives, formulating realistic performance requirements and formulating a concrete action plan. International research is performed for information on the performance contracts of Sociale Veiligheid Openbaar Vervoer (SVOV) and SVOV best practices.
Results
  • A policy framework was developed that forms the basis for further agreements and an approach. 
  • A common system for monitoring was developed which complements the individual registration systems of all the parties involved. 
  • Municipal performance contracts for social safety in public transport are still in their infancy.
Lessons learned:
  • The interests of the involved parties are not in agreement, which means having an external Project Manager is a good idea. 
  • Best practices in the field of SVOV are always organisation, time and situation dependent. 
  • Performance contracts can only occur after a complete evaluation and information model has been developed and implemented. 
  • Not just performance indicators, but also process indicators must be determined.
