Development of station area - Schiedam, the Netherlands

Introduction
The Master Plan describes the development of an area covering 16 hectares in the Schiedam station area. This project is important for the region with respect to new office space and housing, facilities and employment.
Problem
How can the Schiedam station area, Schieveste, be developed into a desirable location that satisfies the socio-economic needs in the region?
Description
On the orders of the municipal administrations of Schiedam and Rotterdam, StadNetwerk worked out the details of the process management for the phase that resulted in the Master Plan during the period autumn 2001 to summer 2002. In doing so a number of innovative approaches were used, such as: 
  • The identity of the area was established by means of a social scout and a meaning profile; 
  • The meaning profile and the scouting activities formed the basis for reasoned communication and a marketing strategy; 
  • Using market consultancies the market was involved in the planning at an early stage; 
  • To strengthen support in the neighbourhood for the Master Plan, the project was backed up by concrete action in the area during the planning stage. This took the form of both large-scale building and small-scale measures; 
  • An innovative 'cross-over' between the property value and the transport value of Schieveste has been developed.
Results
The Master Plan is the most important result. The intended results in the Master Plan itself are: 
  • Half the programme is dedicated to the development of office space. Schieveste should be put on the map as a business district with a strong regional position. 
  • 800 new homes are to be constructed, both for rent and for sale, in particular in the medium and high cost sector. 
  • Schieveste will be a stylish location without entrepreneurs and residents being made to pay the highest prices. 
  • A large-scale cinema will be developed containing between ten and twelve screens. In addition there will be leisure activities, such as a climbing wall, water paradise or a ski slope.
