Accessibility of locations

Introduction
Mobility is a subject we all have an opinion about, especially because we all experience it. For this reason, our primary focus is mobility while accessibility is a far lesser concern.
Description
Facilitating mobility without at the same time working on accessibility is disastrous. For this reason, the Council for Transport, Public Works and Water Management did not approach this location accessibility advisory project from the perspective of mobility, but from the perspective of the location’s accessibility.
The report was the result of the preliminary study of the location accessibility advisory project. The results of the preliminary study showed that intelligent, selective and pragmatic action is required with respect to the accessibility of locations.
Conclusions
  • Accessibility is currently driven by what is on offer. More thought must be given to the desires and motivation of the traveller, i.e. the consumer.
  • The development of activities at a location can be seen as an economic function. Discourse on the economic benefit of accessibility offers points of departure for the pragmatisation of the discussion on accessibility.
  • For the development of a location, accessibility must be an important criterion. In the most extreme case, accessibility must be guaranteed or realised before the location can be developed.
  • As a result of this preliminary study, the council will further develop two elements. The council will focus on ways of making the costs of accessibility explicit and clarifying who will pay these costs. Moreover, the council will look for financial incentives that lead to self-operating mechanisms for parties involved in the location.
