From Motorway to City - Maastricht, the Netherlands

Introduction
A section of the A2 motorway cuts straight through Maastricht’s city centre. This causes major traffic-nuisance and quality-of-life problems in the neighbouring residential districts. The construction of a tunnel for the A2 offers the best is solution for these distressing problems in the residential districts. The objective of project is to exchange knowledge and in experience to enable us to gain an insight into the problems and develop suitable solutions.
Description
The aims of the project are to promote systematic attention to the issue and to ensure for the exchanges of knowledge and experiences required for the development of a plan that will resolve the problems caused by the Maastricht section of the motorway.
Approach
Systematic studies will be made of the economic value of the approach to the area’s accessibility and quality of life. These studies will focus on the exchange of knowledge and experiences with experts, other European cities in assisted regions confronted with similar problems, and with the residents. A project organisation will be set up to generate support and exchange information. A collaborative arrangement between the economic partners will be set up at a regional level.
Results
The exchange of knowledge and experience with other cities and partners can improve the efficiency and effectiveness the Maastricht policy. This will allow for the development of a specific plan of approach that has acquired the necessary support.

EU involvement
This project has been partially funded with Objective 2 funds. Since 2000 nine cities have been eligible for the Objective 2 Urban Areas in the Netherlands programme, which forms part of the European Fund for Regional Development (EFRD) of the European Union. EFRD is one of the four Structural Funds of the European Commission. The programme helps cities to carry out projects that benefit disadvantaged areas.
In the Netherlands, total European Objective 2 subsidies concern 192 million euros. 4.25% of the Dutch population lives in the selected areas.
The European Commission prescribes that for every euro from the EFRD, a minimum of one euro must be contributed from the government. The cities must therefore add their own public or private funding to the European subsidy. The European programme is linked to the urban plans agreed within the context of the urban policy of the Ministry of the Interior and Kingdom Relations. For this, the cities can make use of funds that have been allocated to them in the context of the national urban policy.
