De Kandelaar - Amsterdam, the Netherlands

Introduction
The development of De Kandelaar was initiated by the Zuidoost district when church premises and those of self-help organisations were in danger of disappearing under the regeneration of the Bijlmermeer. Self-help organisations are concerned with social activation, integration, training, education and entry to the job market for vulnerable groups.
Description
De Kandelaar has multifunctional accommodation: it is a building housing a variety of functions. There will be five halls for church groups, as well as a crèche. There will also be a café/restaurant and a tower with 27 flats (not part of the Objective 2 project).  The creation of the lobby extension in De Kandelaar is intended to strengthen the socio-economic function of the self-help organisations and create areas with affordable rents.
Approach
To achieve the proposed function of De Kandelaar the following activities will take place: the construction of a lobby extension, the recruitment, selection and supervision of future users and the general coordination and harmonisation between the building project and the recruitment, selection and installation of the users.
Results
The new lobby extension will allow self-help organisations to continue their work in helping vulnerable groups to integrate with the social community. By selecting self-help organisations on the basis of their function and activities and housing them together, a synergy can be created between these organisations.

EU involvement
This project has been partially funded with Objective 2 funds. Since 2000 nine cities have been eligible for the Objective 2 Urban Areas in the Netherlands programme, which forms part of the European Fund for Regional Development (EFRD) of the European Union. EFRD is one of the four Structural Funds of the European Commission. The programme helps cities to carry out projects that benefit disadvantaged areas.
In the Netherlands, total European Objective 2 subsidies concern 192 million euros. 4.25% of the Dutch population lives in the selected areas.
The European Commission prescribes that for every euro from the EFRD, a minimum of one euro must be contributed from the government. The cities must therefore add their own public or private funding to the European subsidy. The European programme is linked to the urban plans agreed within the context of the urban policy of the Ministry of the Interior and Kingdom Relations. For this, the cities can make use of funds that have been allocated to them in the context of the national urban policy.
