Rotterdam: Youth centre Het Klooster a second home for Moroccan youth

Introduction
Het Klooster is a youth centre for Moroccan youth (6 to 27 years) in the Oude Noorden district. A youth centre with the atmosphere of a second home. Somewhere where young people like to go and where they can be supported and stimulated to develop (socially). This is often in contrast to their environment at home and on the street. Het Klooster offers various activities that the young people can develop as hobbies and interests. The accent is on music, theatre, film and discussion groups.
Problem
The neighbourhood hall Het Klooster is being renovated to form an attractive youth centre for Moroccan children and young people in the neighbourhood, where they can spend their free time in a safe and constructive way. The objective of the youth centre is to reduce criminality and disturbance and to allow more young people to leave school with a certificate.
Description
The Klooster offers a purposeful programme of activities outside school hours, with the accent on music, theatre, film and discussion groups. The centre sees itself as an extension of the children's education and will be open when the schools are closed: six days a week, at the weekends and also during school and public holidays. The project aims to reach a total of 200 Moroccan youth.
Approach
The spearheads within the Rotterdam programme document are:
  • Integrated approach of youth problems (family, education, leisure time, work).
  • Investments in culture and economy; the Cultural world district. 
  • Complete improvement of the quality of the outdoors area in the territory. 
  • Economisal-recreative (re-)development of the Rotte and its surroundings.
  • Participation of inhabitants and entrepreneurs with the driving Thea terras.
Results
The project will contribute to an improvement in the self-image and the behaviour of the Moroccan youth. It will also stimulate a positive use of free time and positive group formation (‘the right friends‘).
EU involvement
URBAN II is an initiative of the European Commission. The aim is to support innovative projects in the field of urban regeneration in disadvantaged neighbourhoods. The URBAN II projects will set an example for national urban policy. In the Netherlands, areas in Amsterdam, Rotterdam and Heerlen have been allocated for the period 2000-2006. In Rotterdam URBAN II attention is directed at three neighbourhoods in 'Noord aan de Rotte', with a total of almost 30,000 inhabitants.
