Stratumseind - Eindhoven, the Netherlands

Introduction
The project Stratumseind was started in 1992 and is now part of the Safe City Centre Catering project Eindhoven (Veiligheid Binnenstedelijke Horeca Eindhoven). In this project interested parties from five entertainment districts work in the same way towards maintaining and increasing safety and quality of life.
Problem
Large-scale, unmanageable problems in the fields of life quality, public order and entertainment-related crime, as well as economic issues threatening entrepreneurs and suppliers.
Description
Central to the project is the Quality Circle, in which the gap between public and private parties is bridged by a neutral third party. The objective of all the parties participating in the project is improving quality, in particular the quality of life and safety, in the Stratumseind and to maintain this through effective management. The Quality Circle focuses on six policy areas in particular: crime, traffic, assistance, public order, environment and regulations. In addition, discussions are also held regarding the layout of public spaces and the organisation of events.
Approach
The City of Eindhoven has appointed a neutral third party as District Manager to organise the caterers and bridge the (communication) gap between public and private parties.
This was completed in 1993 with the setting up of the "Quality Circle". As well as divers local-authority services, representatives from the stakeholder groups (including the recently established catering association) also have a seat in this consultative body. The Quality Circle meets on a monthly basis under the chairmanship of the District Manager. Within the Quality Circle the local-authority and its partners work integrally but more importantly in phases. Sizeable points of action are split up to allow the earliest possible start to be made on them. This gives short-term results, which keep involvement and motivation high. Progress evaluation is made as much as possible on the basis of the social impact that is achieved: nuisance reduction and decrease in crime, increased safety levels and quality of life.
Results
Among the results are the following:
  • various physical improvements (improvements in facades, improvements in public areas, urinals, etc.);
  • decrease in public order problems;
  • more efficient deployment of the police (relatively fewer police with more focus on pro-action and prevention);
  • more positive image of the entertainment district, more visitors;
  • high degree of participation and responsibility by private parties in the (management ) of the district;
  • this ultimately resulted in co-financing (often on a 50/50 basis) and a high degree of independence for entrepreneurs.
