Romanian National Focal Point
In each Member State, the National Focal Points assume the coordinating tasks at national level and establish sub networks within their countries delivering knowledge input to EUKN. In Romania, the General Directorate for Territorial Development (GDTD) within the Ministry of Development, Public Works and Housing assumes the function of a National Focal Point.
The Romanian Ministry of Development, Public Works and Housing
The Ministry acts in the fields of regional development, planning national and regional territorial development, urban planning, buildings and technical utilities management including housing construction, public works, constructions and habitation.
At the level of the Ministry of Development, Public Works and Housing, the attributions regarding territorial planning, urban development and housing policies are assigned within to the General Directorate for Territorial Development (GDTD). Thus, it:
- provides an unitary legislative and regulatory framework in the area of territorial development;
- elaborates territorial planning documentations;
- supports the elaboration of urban planning documentations;
- supports the creation of the information system specific to urban real estate and urban databanks;
- sustains sectorial research activity;
- sustains pilot operations in urban and territorial development;
- integrates the territorial dimension in the operational programmes through which structural funds are administrated.
The General Directorate for Territorial Development and EUKN
Romanian Focal Point participates to EUKN network on the basis of a Memorandum of Understanding  (MoU).
The Memorandum of Understanding is an agreement concluded between the Ministry of Development, Public Works and Housing of Romania, on the one hand, and the The Ministry of the Interior and Kingdom Affairs of Netherlands, as Managing Authority for European Knowledge Urban Network – EUKN and Nicis Institute, on the other hand, as the EUKN Technical Secretariat. 
The purpose of the MoU is to establish and settle the rights and the obligations of both Parties in order to assure the participation of the General Directorate for Territorial Development within the Ministry of Development, Public Works and Housing of Romania to EUKN.
