European Network Against Racism 2006 Shadow Report

Manifestations of racism in Europe continue. Some forms of racism are on the increase, notably Islamophobia. There has also been a significant upsurge of racist violence and crime. These are the conclusions of ENAR’s (European Network Against Racism) 2006 Shadow Report on racism in Europe. The report also underlines that there has been a rise in extremist organisations and political parties expressing racist sentiments, not only on the margins of politics but increasingly within the mainstream and even within government.
The ENAR 2006 Shadow Report evaluates the most important developments concerning racism in Europe in the year 2006. This report is the third edition of the European Network Against Racism (ENAR) Shadow Report on Racism in Europe.
The report focuses on eight areas:
  • Employment
  • Housing
  • Education
  • Health
  • Policing and racial profiling
  • Racist violence and crime
  • Access to goods and services
  • Media including the Internet
The report discusses the following important negative trends:
  • There has been a notable rise in extremist organisations and political parties expressing racist sentiments
  • Migration policy is becoming more restrictive, which can have a negative effect on the integration of ethnic minorities and third country nationals
  • Measures adopted by governments to counter terrorism raise concern for the protection of human rights and are resulting in racialisation of the security agenda
On the positive side, the following developments were noticed:
  • Improvement in relation to implementation of anti-discrimination legislation
  • Multiple discrimination is increasingly recognised, but measures to address it are still at an early stage
