Strategies for integrating on- and off-the-job training

Introduction
The research investigates practical ways of promoting greater integration of on- and off-the-job training as a way to increase full framework achievements in work-based learning (WBL).
Description
This report:
  • identifies different forms of learning brokerage and effective strategies for good practice to engage 'non-traditional' adult learners;
  • details the findings of research into how brokerage works;
  • describes the research methods used in the study;
  • develops a definition of learning brokerage;
  • examines six key aspects of the learning brokerage process which are linked to effective practice: understanding the current situation, gaining entry and building trust, making learning meaningful, identifying the right learning opportunity, promoting learning success and addressing organisational issues; and
  • includes a series of UK and international examples.
Background information
This report forms part of a suite of publications to emerge out of the action research projects commissioned by the Learning and Skills Development Agency in 2002/3 and funded by the Learning and Skills Council. Each publication synthesises tested strategies to give other providers in the sector clear guidance on how to improve learner outcomes.
Methodology
The researchers use illustrative case studies to share the lessons learnt from a number of action research projects. Particular attention is paid to increasing employer involvement in WBL, integrating key skills and whether technology can provide one response to this challenge.
Conclusions
The research found that there is now a greater body of evidence than before that successful integration of on- and off-the-job training does improve retention and achievement. The research also found that it is now possible to produce a model for consideration by those undertaking similar activities. Critical factors for successful integration of on- and off-the-job training were found to be:
  • implementing projects;
  • communication with learners;
  • involvement and liaison with employers;
  • key skills;
  • assessment, monitoring and review;
  • support;
  • staff expertise; and
  • process and change management.
