Quantitatively assesses the effect of ETP on workplace training activity through an analysis of surveys of potentially eligible employers and employees, plus a more qualitative “process” evaluation with the main stakeholders and learners.

Finds a large, unmet potential demand for qualifications-based training among low-skilled workers. Indicates that free, flexibly provided training is attractive to employers, and that the identification of further appropriate training for learners is important. Key lessons include the need to avoid over-complicated models, match performance targets to objectives, and have a number of sources of evidence.
