Developing workforce skills: piloting a new approach

Introduction
This policy paper sets out details of pilot schemes, announced in the 2001 pre-budget report, which will test a new policy approach to support the training of low-skilled workers in the UK, based on shared responsibilities between government, employers and individuals.
Description
This policy document:
  • sets out details of the Employer Training Pilots, which will test a new policy approach to support the training of low-skilled workers in the UK;
  • looks at the context for the pilots, focusing on productivity and the UK’s skills base;
  • considers the potential role for government intervention in skill development; and
  • presents proposals for the new pilots which explore how government intervention can best be targeted.
