A summary of research looking at the key lessons Local Strategic Partnerships (LSPs) can learn from the experience of the New Commitment to Regeneration (NCR) pathfinders in terms of building effective strategic partnerships.

Description

This document provides a summary of the key findings of an evaluation which looked at the experience of the NCR pathfinders. Their experiences produce timely and relevant lessons for LSPs about what makes for effective strategic partnership, its implications for partner organisations and the role of government.

The evaluation identified key elements for a framework aimed at partners seeking to put together a strategic partnership, as well as setting out questions that should be asked and tasks that should be carried out in developing and maintaining an effective partnership.

Background information

LSPs are the Government's favoured vehicle for bringing together the key sectors and agencies to deliver better towns, cities and rural areas. New Commitment to Regeneration (NCR) pathfinders sought to improve their regeneration work through partnership working at a strategic level.

Conclusions

Key findings in relation to effective strategic partnerships included:

The process of building the basis of trust amongst partners was very lengthy but essential for developing the necessary ownership and confidence.
A dedicated staff team was essential for sustaining the partnership and networking.
Moving from action planning to delivery was challenging; requiring clear roles and protocols for joint working.
