Assessment of Training Needs in Urban Regeneration and Development

Introduction

This research report examines the skills deficit around leadership skills in the delivery of physical regeneration projects.

Description

English Partnerships in association with the Office for the Deputy Prime Minister (ODPM), and Commission for Architecture and the Built Environment (CABE) appointed KPMG and Urban Catalyst to investigate the skills deficit around leadership in the delivery of physical regeneration projects.

Curing the course of the research around 200 people with a broad range of skills and experience were consulted with. The study outlines the role which English Partnerships can and should take in relation to skills.

Background information

It has been recognised that there are deep-seated skills gaps in regeneration. Although some steps have been taken, such as the formation of the embryonic regional centres of excellence they have not adequately addressed the nature and scale of the problem and further answers are needed.

Methodology

The study was approached in 3 main ways:

Identifying the nature and extent of skills shortages and why they exist.
Considering the implications for English Partnerships and the response it should take, including learning from other organisations.
Outlining key implementation considerations and next steps.

Conclusions

The following key findings emerged from the research:

Whilst there is a significant amount of research and other materials around the skills 'problem' in regeneration there is limited evidence about the solution.
The issue of a skills shortage is not unique to English Partnerships and some helpful lessons can be learned from the approached taken by other organisations.
Generic, softer skills are a central feature of a successful leaders skillset.
