Allocation of land for affordable housing through the planning system

Introduction
The findings of recent UK research into the availability and delivery of land for affordable housing.
Description
The report examines current affordable housing policies in Scotland and their effectiveness at delivering sites are examined, as well as the factors which influence land supply for affordable housing.  It considers how land delivery can be improved, with three potential delivery mechanisms suggested: allocation of sites for affordable housing; an affordable housing use class; and rural exception policies. 
Background information
The Scottish Executive commissioned the research to find out about: the adequacy of land supply for affordable housing; the role of separate allocations in ensuring effective land supply; the potential merits of an affordable housing class; and other mechanisms for securing affordable housing in perpetuity.
Methodology
The research drew on a literature review, consultations with expert practitioners and interviews with local authorities. 
Conclusions
Recommendations are made for improving the supply of land for affordable housing through shared equity initiatives, land valuation, infrastructure provision and harmonisation of the timescale to which planners and developers work.
