Options for setting up a sanctuary scheme - UK

Introduction
A guide for local authorities on how to set up effective sanctuary schemes for victims of domestic violence, in the context of homelessness prevention.
Description
Many victims of domestic violence feel isolated and live with the fear of repeat incidents, and this fear often results in them moving home and potentially becoming homeless. A sanctuary scheme can provide victims with additional physical security measures in their own home, thus making the option of staying in their own home a realistic one, and preventing homelessness.
The guidance outlines the main elements of a sanctuary scheme and explains when and for whom they are appropriate. Its aim is to share good practice about establishing sanctuary schemes. In addition to outlining an example of a referral process and suggesting specifications for security adaptations, the guidance addresses costs and sources of funding. It also considers the outcomes of sanctuary schemes and suggests how they can be monitored.
There are two appendices: extracts from a sanctuary scheme tendering specification and examples of forms used by Hart Sanctuary Scheme Steering Group. Finally there is a glossary of specialised terms used in the guidance.
