Implementing and developing choice-based lettings: a guide to key issues

Introduction
Guidance to help local authorities, registered social landlords, and other partners in developing and enhancing choice-based lettings (CBL) systems.
Problem
Provides guidance to local authorities to help them develop and improve Choice Based Letting (CBL) in the context of social housing.
Description
This project:
  • aims to help local authorities, registered social landlords, and other partners in developing and enhancing choice-based letting (CBL) systems;
  • identifies six key issues for local authorities and their partners: enabling vulnerable groups to participate in CBL, meeting the needs of homeless households and households in temporary accommodation, community cohesion and CBL, partnership working, partnering, reviewing and enhancing CBL models, and development of regional and sub-regional CBL systems;
  • discusses the analysis of the CBL pilot programme, 'Piloting choice based lettings: an evaluation'; and
  • considers the support role on CBL provided by the Centre for Comparative Housing Research through its 'choicemoves' website.
Approach
CBL consists of seven complementary principles:
  1. applicant initiative;
  2. social housing and market information;
  3. property and neighbourhood information;
  4. labelling and selection criteria;
  5. needs of vulnerable groups including homeless households;
  6. quality of communications; and
  7. information, advice and support.
Results
Through choice-based letting people who need help with their housing will have more say in where they live together with greater support in making informed choices for shared ownership, low cost home ownership and social rented housing. This will benefit both tenants and landlords.
Beneficiaries
People who need help with their housing, and also landlords in the long term as people are more likely to be satisfied with their housing.
