Introduction
This report begins by describing the policy context outlining progress towards the National Strategy for Neighbourhood Renewal and the increasing emphasis being placed on housing associations' contribution towards the development of sustainable neighbourhoods. 
Description
Brief description of document Recent administrative changes in Scotland have increased pressure on staff within newly formed organisations reducing the time they have available to respond to external enquiries. As a result this report focuses more heavily on policy developments in England. Some recent initiatives - Supporting People, for example, - will have a common policy framework and delivery mechanism in both countries. In other areas, including neighbourhood management, the two countries are at different stages in translating policy into practice.

This report was commissioned by the Directorate General of Housing of the Netherlands Ministry of Housing, Spatial Planning and the Environment.

Conclusions
The Government’s commitment to developing strong and active communities is  strengthened by the role of the Community Policy Directorate. Within this directorate, the Active Community Unit promotes development of the voluntary and community sector to encourage people to become actively involved in their communities particularly in deprived areas. The Community Cohesion Unit was established in mid 2001 following riots in a number of northern towns and cities.
