Large Housing Estates: Success and fail factors of policies

Introduction
This research identifies and evaluates the success and fail factors of policies and programmes on four selected housing estates.
Description
In the absence of these data the United Kingdom adopted a two-stage process to identifying and evaluating the success and fail factors of policies and programmes on the four case study estates. The first stage was a team discussion based on research for the RESTATE project and involvement in other evaluative projects in the United Kingdom. This discussion developed an understanding of the factors contributing to the outcomes of regeneration and pinpointing specific elements of intervention which require attention if it is to be successful. In the second stage we relayed our analysis to a range of stakeholders in each case study. All four focus groups had members from a number of stakeholders including the housing organisations, local authorities, schools and youth service, police and, importantly, residents.
Evaluation of success and fail factors on the RESTATE estates in the United Kingdom is complicated. The project has not set out to evaluate policies per se, but instead draws on the experience of those living and working on these estates in delivering change.

Conclusions
The history of the estate should be understood if the natures of the current problems are to be correctly evaluated. Partnership needs to be developed on the estates involving: Identification of the community and the development of meaningful engagement with all members. It is vital that regeneration agencies and service providers move to a share understanding of the problem and the solution with residents and don’t expect residents to move solely to their understanding of the circumstances. Power and resource sharing partnership between service providers where shared resources can lead to efficiency savings and visible outcomes for residents.
