If at the end of the regeneration initiative, the underlying processes of governance have not changed, and levels of deprivation remain high with limited participation, then it is possible that estates are likely to revert back to an earlier state. The need to examine proposals for continuing management and activity to sustain any improvements that are achieved in these estates.
