Design coding for attractive, well-planned urban environments - UK

Introduction
The report presents the findings from an action research programme to allow design codes to be tested in practice in England in order to evaluate their performance, based upon live case studies.
Description
The report outlines what design codes are. It discusses what the research case studies revealed about the decision to code and the key stages of co-ordinating inputs. Results are detailed relating to the co-ordination of inputs to the coding process. The report also looks at understanding the critical contextual factors which guide the preparation of the code and examines the processes involved in designing the design code itself. It highlights results relating to the processes of delivering actual ‘on the ground’ development and discusses the monitoring and enforcement of design codes.
Background information
The research was conducted to provide a solid foundation for the introduction of design codes into the planning process in England, and to inform the preparation of practice guidance on how they can be used successfully and effectively. In May 2004 the Deputy Prime Minister announced a nation-wide programme to assess the potential of design coding to produce attractive, well planned environments quickly and efficiently.
Methodology
The research involved the detailed monitoring and evaluation of nineteen case studies of three types: a series of pilot projects, advanced coded projects and non-code projects.
Conclusions
The report confirms that design codes can play an effective part in building sustainable communities for future generations and are of particular value when sites are large, in multiple ownership, or involve several developers or design teams.
