Creating successful neighbourhoods: lessons and actions for housing market renewal

Introduction
Explores the progress being made by a programme to put new life into the housing market in areas where there has been market failure.
Description
Examines the progress of the Housing Market Renewal Pathfinders and looks at seven key action areas.  Includes a number of case studies to showcase good practice in the Housing Market Renewal areas.
Background information
The project was undertaken to assess the progress which has been made in the nine Housing Market Renewal Pathfinder areas in England and to highlight lessons and actions to stimulate thinking within national and local government as well as those involved in delivering neighbourhood renewal on the ground.
Methodology
The project looked at the progress made by the Housing Market Renewal Pathfinder programmes since the publication in 2003 of ‘Building sustainable communities: key actions for housing market renewal’.  It examined the key actions defined in the 2003 report and identified the outstanding issues for Government, local authorities and their partners in terms of seven key actions.  It also investigated the work of a number of projects which highlight good practice in the Housing Market Renewal areas.
Conclusions
Suggests seven key actions for housing market renewal:
  • develop an understanding of the causes of and possible solutions to market failure;
  • assess an area’s physical assets to inform decision making about what to retain, enhance and celebrate;
  • ensure interventions, whether buildings or open spaces, enhance and develop places that are distinctive and improve their locality;
  • advocate good design and deliver high quality projects to demonstrate neighbourhood renewal;
  • use tools and strategies to help design and deliver high quality environments;
  • invest in and design neighbourhoods so that they use resources efficiently and encourage sustainable lifestyles; and
  • ensure quality is built into the delivery of renewal.
