Promoting Respect. Tackling nuisance behaviour

Introduction
Publication which sets out what the Housing Corporation has done and intends to do to encourage and enable housing associations to tackle anti-social behaviour.
Description
The Housing Corporation believes that people have the right to feel safe and secure in their homes and communities and intend to continue and strengthen commitment to tackling anti-social behaviour by encouraging, enabling and working alongside housing associations to meet the Respect agenda.
This publication contains case studies of how housing providers have sought to tackle anti-social behaviour and promote a culture of respect in line with the government's priorities set out in the Respect Action Plan.
Background information
Anti-social behaviour has long been a concern for communities and service providers across the country. The Housing Corporation recognise the devastating impact that anti-social behaviour can have on individuals and the wider community and believe that housing providers have a key role to play in tackling this problem.
In 2003, the Anti-social Behaviour Act was implemented; introducing new and strengthening existing powers to tackle nuisance behaviour. The Housing Corporation published guidance in 2004 for the sector on producing anti-social behaviour policies and introducing procedures required by the Act.
Methodology
The Respect Action Plan is a cross-departmental Government strategy covering a wide range of areas including emphasis on the importance of housing providers in helping to combat anti-social behaviour.
The publication highlights best practice in this field and collates a bank of case studies that illustrate innovative approaches to meeting the Respect agenda.
Conclusions
The Housing Corporation are keen to work with associations and their partners to achieve decent communities where people want to live. As a consequence, the Respect agenda will be one of the key priorities.
Activities will focus on five areas including:
  • enabling – providing guidance and resources to enable housing associations to meet the Respect agenda;
  • working together – with other agencies to develop innovative solutions;
  • understanding the problem – carrying out research and collecting data to improve understanding of anti-social behaviour;
  • communication and Housing Corporation functions – looking at how regulation and investment can contribute to tackling anti-social behaviour.
