Introduction
The Planning Advice Note (PAN) highlights the positive role that planning can play in the creation of attractive, well-managed environments which help to discourage antisocial and criminal behaviour.
Description
The PAN outlines the general principles which should be considered when creating safer places. It discusses the importance of understanding the local context of the area to be designed. The Note suggests that creating a sense of identity and place can help provide a feeling of safety and security, and provides advice on boundary treatments, lighting, signage, play facilities and security measures. It also discusses the layout of routes, slowing traffic and safe parking.  The roles of the police, local authorities, developers and the community in the planning process are highlighted. The Note outlines the key stages in the planning process and the roles of those involved.
