Community engagement: practical lessons from a pilot project

Introduction
This report draws on lessons from a pilot community engagement project to provide a resource for practitioners setting up mechanisms to engage local communities in community safety activities.
Description
The author presents and discusses a definition of community engagement, and considers which people to engage and the reasons.
Various measures of engagement are discussed, such as:
  • practice measures,
  • inward-facing methods,
  • invitation letters,
  • themed meetings,
  • and role playing.
Short case studies are used to illustrate the use of such methods. Advice is given on issues relating to accountability and community engagement.
Background information
An East Midlands city formed nine Community Safety Groups (CSGs) to engage local people with relevant service providers in order to identify and tackle issues relating to crime and disorder in their local area.
The pilot project outlined in the study involved three different consultants working with these groups to enhance their level of community involvement.

Conclusions
The process of achieving community engagement was a challenging task. The more flexible, transparent and organised initiatives are in engaging communities, the easier it will be for communities to make valuable contributions and make a real difference to their neighbourhoods.
