Community based policing changes in New Deal for Communities

Introduction
Considers the types of crime problem identified in New Deal for Communities (NDC) areas, reviews some of the policing interventions used, the problems encountered in implementing these projects and the key lessons learned.
Problem
The nature of areas of socio-economic deprivation means that they often face higher than average crime rates, crime being recognised as both a symptom and a cause of deprivation. The New Deal for Communities (NDC) programme run by the Neighbourhood Renewal Unit of the Office of the Deputy Prime Minister has tackling crime, anti-social behaviour and poor living conditions at the heart of its agenda.
Description
Describes the types of crime problem identified in NDC areas. Reviews some of the policing interventions used with particular reference to projects implemented in four case study NDCs. Discusses problems encountered in implementing these projects to date and the preliminary results achieved. Points to key messages and lessons learned and offers a check list for those considering tackling crime problems using these types of initiative.
Approach
Examines several types of approach to policing interventions:
  • additional police officers in NDC areas;
  • community policing approaches;
  • problem oriented policing;
  • and intelligence led policing.
Results
NDC policing schemes achieved success in a variety of ways:
  • it is tentatively suggested that they led to crime reduction;
  • there has been a perception that crime has reduced;
  • there has been increased reporting of crime;
  • there have been successful problem solving activities;
  • and there have been improvements in police/community relationships.
