Joining up for safer neighbourhoods: a theme report - UK

Introduction
Explores how Neighbourhood Management Pathfinders have contributed to the creation of safer communities by preventing crime, reducing the fear of crime, and tackling anti-social behaviour.
Description
Considers the degree to which Pathfinders have been able to promote better local service performance through securing more joined up services between the police and other agencies. Draws out lessons to improve understanding of how neighbourhood management might work and how it can be undertaken more effectively. Discusses changes over the past five years in the partnership landscape and the likely effect on the operation of Crime and Disorder Reduction Partnerships (CDRPs). Highlights the nature of Local Area Agreements and the framework for local authorities with regard to stronger and safer communities.
Background information
The research is set in the context of the Crime and Disorder Act 1998 requiring public services to work with other local organisations through statutory Crime and Disorder Reduction Partnerships (CDRPs).
Methodology
Draws on research from all 35 Pathfinders and the findings of three case studies which are presented in the report. Involves reviews of documents and interviews with a variety of people involved in the Pathfinders.
Conclusions
Details specific issues to be addressed in effective joining –up for neighbourhood safety:
  • an agreed baseline;
  • a mutual awareness of different partners’ cultures;
  • senior management commitment and delegation in multi-agency discussions and decision making;
  • promote, develop and implement joined-up ways of working;
  • promote successes and analyse failures;
  • establish formal structures and procedures;
  • share information and performance management data;
  • build local trust;
  • engage with residents and communities.
