Community-based restorative justice schemes - UK

Introduction
The document puts forward a protocol for the operation of Community Based Restorative Justice Schemes (CBRJS) which deal with low level crime in Northern Ireland. 
Description
The paper defines restorative justice and the principles and roles of CBRJS. It sets out the protocol including:
  • referral of an offender to the scheme;
  • engagement with the offender, accreditation of the CBRJS;
  • provision of advice on human rights issues and legislation;
  • complaints;
  • inspection;
  • record keeping.
It also proposes a model to consider the suitability of individuals used by CBRJS and lists criteria for unsuitability for participation in community based restorative justice activities and information to be considered by the suitability panel.
