Capacity building in the voluntary and community sector: leadership and management

Introduction
A scoping study which looks at what more needs to be done to support management and leadership capacity building in the voluntary and community sector in the East of England.
Description
The study looks at management and leadership qualifications in mainstream university and college provision within the East of England.
It identifies the needs of the voluntary and community sector including and highlights emerging gaps. It considers how to match supply with demand in the future.
Recommendations are made for the East of England Development Agency to consider in building a management and leadership infrastructure in the region.
Background information
Previous research had identified that the voluntary and community sector needs to develop its management and leadership capacity as it becomes more complex.
The need for the sector to work more closely with mainstream education and training providers had also been identified, but there had been a lack of co-ordination between the sectors and confusion about what was on offer.
Methodology
Previous research was reviewed and the leadership and management training opportunities offered by universities and colleges were mapped. Leadership and management needs in the voluntary and community sector were identified and a gap analysis was carried out. Proposals for future management and leadership activities were put forward, and recommendations made.
EU involvement
Study financed by the European Social Fund Objective 3.
Conclusions
The umbrella organisations do recognise that there is a leadership and management issue in the voluntary and community sector, but there is difficulty in articulating what they need in terms of management and leadership support.
Barriers in accessing provision were:
  • obtaining basic information about what courses were available
  • the location
  • length and timing of training
  • lack of “on-demand” training opportunities
  • cost of training
  • minimum numbers needed to run courses
  • flexibility of programmes in meeting needs
  • entry qualifications
  • learning style and delivery modes.
There is a need for more interaction between universities and colleges and the voluntary and community sector so that provision can more nearly meet the needs of the sector. Recommendations for an overarching framework for leadership and management, VISION4ALL, are made.
