The document explores the characteristics of local economies, the economic distinctiveness of such neighbourhoods, and their evolution, with case studies of Sunderland, Oldham, Mansfield, Brighton and Hove, and Newham. It includes an analysis of each case study area including population characteristics and labour markets. Issues are identified for policy development relating to the economic development of deprived neighbourhoods.

The research was undertaken to provide greater understanding of the economic context in which concentrations of unemployment exist and of the most appropriate types and levels of policy intervention.

The report presents evidence obtained from existing literature along with analysis of five local economies representing different types of local/regional contexts, eg coalfields, inner city areas, coastal resorts. In each case study district, contrasting deprived neighbourhoods are analysed to highlight differences in the economic contexts in which neighbourhoods are situated.

It is important that the economic needs of deprived neighbourhoods are integrated within economic development strategies operating at a wider spatial level. Employment is fundamental to the economic development of deprived neighbourhoods and greater attention needs to be paid to the types of employment being created within the local economy.

Bottom-up and community based economic initiatives have an important role to play in developing local capacity and encouraging mutual aid and self-help. Initiatives which make new jobs more accessible through cheap and reliable public transport, childcare provision and training are also important. There needs to be early and integrated intervention to improve environmental quality and the amenities available locally so that people who are economically active are not encouraged to move away.
