Introduction
Case study highlighting Exeter City Council's approach to drive improvement within the local authority detailing achievements, consultation with communities, financial and performance management, and emphasising diversity.
Problem
Exeter City Council was rated 'Excellent' as part of the Comprehensive Performance Assessment in 2003 and scored 3 points out of a maximum 4 for achievement in quality of service and for achievement of improvement.
This case study shares best practice from Exeter for other local authorities to drive forward improvement.
Description
The case study uses Exeter City Council's experience in consulting with communities to assess it's own performance and drive improvement.
This case study will be of particular help to local authorities who want to work on:
  • Developing their approach to community leadership
  • Using partnerships to help deliver what communities want
  • Improving financial and performance management
  • Enhancing the role of members
  • Emphasising diversity.
Approach
Exeter base priorities on a range of consultations with the community, partner organisations and government so that they are a true reflection of the challenges facing the city and what matters most to people.
Other factors that help drive improvement include:
  • Strong leadership across the Council
  • Strong financial management
  • Strong performance management framework.
Results
Wide ranging improvement has been achieved in Exeter including:
  • Major redevelopment of the town centre
  • 'Prosperous City' achievements on inward investment, business parks and transport
  • Development of affordable homes, improving council housing and tackling homelessness
  • Recycling
  • Sickness management.
