The guidance seeks to structure the decision making processes needed to deliver the most appropriate mass transit system for a given situation, within the UK context.  It details the structure so as to progressively eliminate those options that are not likely to provide an “affordable” solution to the identified needs and objectives.  Phase one of the guidance focuses on the use of a high level strategic assessment process.  It explains that the key output of this phase should be a clear demonstration that all options considered have been evaluated against transparent evidence as to the reasons for rejection and or selection. 

Phase two sets out the scheme development and appraisal elements in accordance with the government’s major scheme appraisal guidance.  Working within this framework, linkages are made between Phase one and existing guidance, as well as providing advice on how to apply it. Phase three process comprises monitoring of both internal and external changes that may occur during the detailed design and implementation of the preferred mass transit option. The guidance indicates that a key part of this monitoring process will be to ensure that the conclusions reached in Phase one and two continue to be valid.
