Creating Successful Masterplans – a guide for clients

Introduction
The guide aims to take clients through all the stages of creating and implementing a masterplan. A practical tool, it informs from the detail of OJEU procurement requirements through to the rigours of community cnsultation.
Description
The guide is a practical document outlining the essentials of masterplanning. They are key to creating and sustaining excellent places for work, play and living. The demand for strategic thinking about the process of urban and rural change is growing rapidly.
A masterplan addresses the multifaceted aspects that make places successful. It is important to note, however, that masterplans are not rigid blueprints for development and design, but merely set the context.
Background information
Masterplanning can bring significant benefits by Shaping a three-dimensional form responsive to local economic and social dynamics:
  1. identifying site potential
  2. unlocking undeveloped land
  3. engaging the local community
  4. building consensus about the future and identifying priorities
  5. increasing land values and viability
  6. attracting investors
  7. delivering high quality, sustainable buildings
  8. celebrating natural assets
Methodology
Recent projects have been included to illustrate a wide range of tools and techniques. They are not comprehensive case studies, but highlight types of output and give examples of key issues.
Some cases are illustrated in more depth in ‘Design Reviewed Masterplans’ (CABE) 2007. Other design planning and masterplanning documents have also been used for information.
Conclusions
Masterplanners should provide strong client leadership and a commitment to quality. Clarity regarding aims and outputs is essential. Learn from other successful projects. Give enough at the right time. Find the right teams and development partners.
Respond to the physical, economic and social context. Work with stakeholders. Work collaboratively and understand that masterplanning is a fluid process. Put in a strategy and structure for implementation.
