Introduction
Case study detailing an approach to advancing the economic development of major sites owned by Yorkshire Forward. It aims to stop existing sites stagnating and speed up onsite development by bringing private sector partners onboard through joint venture arrangements.
Problem
Development partnership have been developed by Yorkshire Forward in this case to stop existing sites stagnating and speed up onsite development by bringing private sector partners onboard through joint venture arrangements.
Description
The case study provides an over view of the development of the partnerships, lessons learnt and good practice examples. The development partnerships are a new approach aimed at securing a single private sector developer for each individual site.
Through a joint venture arrangement, Yorkshire forward makes it land available to a developer. This developer then has sole rights to develop the site in line with a pre-agreed masterplan.
Approach

Results
A number of lessons learnt from the project were identified in the case study. The primary obstacle was around the rights of existing developers.
Many of the sites under construction already had large tenants on them, with long term commitments from Yorkshire Forward over the site. The RDA was therefore liable for a range of obligations, complicating the terms of any new partnership approach with a new development.
