New evaluated Manchester: interim evaluation of New East Manchester - executive summary

Introduction
This report evaluates the performance and progress of New East Manchester (NEM) Urban Regeneration Company.
Description
The report examines the benefits and impact of NEM and assesses the contribution of different partners to the delivery of NEM goals.
It explores whether and how NEM brought added value to the whole east Manchester area.
It also looks at NEM's implementation arrangements and measures how successful the programme has been in attracting resources to the area.
Background information
New East Manchester (NEM) was one of the first three Urban Regeneration Companies designated by government in 2000 in response to Lord Rogers’ Urban Task Force report.
It is recognised as important that the lessons that have emerged about the roots of success and failure from URCs are learned and built into the next phase of urban policy.
In particular, the success of New East Manchester tells a lot about how the United Kingdom should best manage hard-pressed urban areas in future.
Methodology
This report assesses NEM in relation to the specific goals it set itself but also in relation to a set of wider national success factors.
The report draws upon a variety of different evidence including:
  • analysis of partnership arrangements based on interviews and key documents;
  • perceptions of investors and other stakeholders;
  • target, output, expenditure profiles;
  • baseline analysis of the NEM area; and residents’ surveys.
It also rests upon detailed analysis of NEM’s achievements in:
  • the provision of sports and leisure facilities,
  • economic development,
  • housing,
  • education,
  • employment and training opportunities
  • and community development.
Conclusions
The evaluation finds that NEM is making very good progress, is on course to reach many of its specific outputs and targets and is improving many of the social and economic conditions of the area.
