Planning together: Local Strategic Partnerships (LSPs) and spatial planning – a practical guide

Introduction
This guide provides advice on improving collaboration and joint working between planners and those involved with Local Strategic Partnerships (LSPs), such as staff in local authorities, LSP co-ordinators and elected members.
Description
The guide provides an introduction to the processes involved in integrating strategic planning in local authorities with the requirement for them to be involved in place shaping, creating sustainable communities and delivering better local services.
It explains the relationship between LSPs and spatial planning. It describes how to approach integrating sustainable community strategies and local development frameworks. It also considers how to improve collaboration. Finally it identifies some simple practical steps that local authorities are finding helpful in improving partnership working.
Background information
Local Strategic Partnerships were introduced in 2000. They are non-statutory bodies that bring together the public, voluntary, community and private sectors to co-ordinate their activities in improving local areas.
This guide stems from a commitment in the Local Government White Paper to align spatial planning objectives with local priorities.
Methodology
The report is based on the experience of Local Strategic Partnerships and was developed in conjunction with a Sounding Board of practitioners and policy advisers which met three times during 2006.
Conclusions
The report suggests a number of key principles for improving collaboration, including:
  • taking a corporate approach,
  • sharing evidence and spatial understanding,
  • joint monitoring,
  • interlinking timescales,
  • co-ordinating consultations,
  • collaborating with parishes and neighbourhoods,
  • and applying sustainability appraisal
