Provides a definition of what city regions are and details of the context in which the debate for their existence is taking place. Examines the problems that currently face UK cities, such as their relative uncompetitiveness compared to London and their European counterparts. Looks at the need for a new 'city regional' level of governance and considers the roles of regional bodies. Examines how other cities have begun to organise and act at a metropolitan or sub-regional level, both in North America and Europe. Outlines the recommendations and conclusions that the NLGN City Regions Commission has drawn about how city regions can be made a reality in the UK. Details the structural arrangements that would be required to best deliver city regions.

The study is the work of the City Regions Commission, set up by the New Local Government Network (NLGN) in 2004. The failure of the government’s plans for Elected Regional Assemblies in England prompted discussion of new models of governance, driven by evidence that cities are the key drivers of regional economies. During 2005 the Commission explored the idea of City Regions through NLGN research and evidence submitted to the Commission.

Draws together background research collated by the NLGN and evidence submitted to the Commission from organisations such as local authorities, regional development agencies, transport groups, regional assemblies, and individual academics.

Concludes that city regions can best be introduced through local authority confederations, developed incrementally through local context and knowledge. Proposes the organic evolution of city regions from existing capacity and making full use of democratic legitimacy.
