URBAN Programme in Palermo: Measure 4 – Improvement of monuments and old buildings

Introduction
This measure was aimed at improving the liveability and attractiviness of the historic area which had become  extremely decayed
Problem
The detoration of infrastructure and public areas necessary to be adressed in order to begin the process of improving  urban quality of life and to attract tourists.
Description
The programme lauched several public works projects with the aim of improving/restoring  infrastructure and public areas, necessary starting point for a better urban quality of life and to attract tourists.
Approach
The Municipality put out call for tenders for private companies to bid to do work on the following projects:
  1. Restoration of old Carmelitane Scalze convent,
  2. Structural initiatives to restore the Mura delle Cattive (an old city wall),
  3. Structural works to restore the statuary park at Villa Giulia,
  4. Structural initiatives to restore Villa Garibaldi buildings (the symbolic villa of Palermo),
  5. Remodelling the European Jazz Orchestra School building within the Santa Maria dello Spasimo Complex,
  6. Optimising the public transport system through a satellite traffic control system,
  7. Construction of a co-generation system to supply electricity and heating and cooling for the  Piazza Giulio Ceasare municipal building,
  8. Structural work to restore the former Padri Crociferi Novitiate,
  9. Creation of a parking area between Via Alloro and Vicolo San Carlo,
  10. Creation of a park area in Via Spinuzza a popular area  of historic centre,
  11. Maintaining works in municipal building located in Tribunali Historic district.
Results
  • Improving urban architecture and heritage.
  • Optimization of traffic congestion inside neighbourhood.
  • Creating pedestrian zones and parking areas in the historic area of the city.
  • Energy savings and related experimental technology projects installed in buildings in the Urban Historic area.
  • historic area of Palermo made more appealing so to attract tourists.
